Position Summary:
The School of Language Studies at the Foreign Service Institute is looking to fill the following language training instructor vacancies:
Georgian (Near East, Central and South Asian Languages Division (FSI/SLS/NEA))
German (European and African Languages Division (FSI/SLS/EUA))
Korean (East Asian and Pacific Languages Division (FSI/SLS/EAP))
Portuguese (Romance Languages Division (FSI/SLS/ROM))
Romanian (Romance Languages Division (FSI/SLS/ROM))
Russian (Slavic, Pashto, and Persian Languages Division (FSI/SLS/SPP))
Serbo-Croatian (Slavic, Pashto, and Persian Languages Division (FSI/SLS/SPP))
Turkish (Near East, Central and South Asian Languages Division (FSI/SLS/NEA))
The positions are located in the School of Language Studies, Foreign Service Institute (FSI), Department of State (DOS), in Arlington, Virginia. The School consists of five instructional divisions, each headed by a Division Director, together with units for Language Testing and Curriculum and Staff Development. The incumbent of the position serves as a Language and Culture Instructor (LCI).
FOREIGN LANGUAGE PROFICIENCY REQUIREMENTS: each of the positions has native or near-native proficiency requirements. Please note the following proficiency requirements for the following positions:
Georgian LCI: Georgian proficiency
German LCI: German proficiency
Korean LCI: Korean proficiency
Portuguese LCI: Portuguese proficiency
Romanian LCI: Romanian proficiency
Russian LCI: Russian proficiency
Serbo-Croatian LCI: Serbo-Croatian proficiency
Turkish LCI: Turkish proficiency
This is a temporary appointment, not to exceed two years, but is renewable. This appointment may be extended at the option of the agency.
This appointment is in the Excepted Service and is not in the competitive service.
The Department reserves the right to terminate a conditional offer of employment if the individual does not receive a security clearance within 6 months from the date the security investigation officially starts.
This position is not eligible for telework.
Incumbent will be subject to random drug testing.

Major Duties:
As a Language and Culture Instructor, your duties will include but will not be limited to the following:
· Serve as a classroom instructor in teaching speaking, listening comprehension, reading, and writing to a full range of adult students;
· Develop and present special materials for students with specialized needs;
· Develop and revise courses and instructional materials;
· Assist in evaluating student progress and course effectiveness;
· Provide language training and cross-cultural awareness to prepare Department of State employees and other foreign affairs professionals for their specific assignments.
Key Requirements:
· Suitable for Federal employment, determined by a background investigation;
· Relevant experience and/or education and foreign language proficiency;
· Knowledge of English sufficient to meet the training and administrative needs of the position as determined by the Section.
· Demonstrated skill in teaching and applying a variety of instructional and student assessment measures.
· Must be able to obtain a High Risk Public Trust Certification;
· Must have work authorization if not a U.S. Citizen and submit with forms;
· May have to serve a one-year trial period.
Qualifications and Evaluations:
Selective Placement Factor: Sound knowledge of the structure and mechanics of the focus language, as well as demonstrated native or near-native skills in reading, writing, speaking, and understanding the focus language. This knowledge and skill must be sufficient to instruct students who may have already achieved fairly high levels of proficiency in the focus language. Applicants who do not meet proficiency will be rated ineligible.
Your resume serves as the basis for qualification determinations and must highlight your most relevant and significant work experience and education (if applicable) as it relates to this job opportunity. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Your resume must include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.
Applicants applying for the GG-09 grade level must meet one of the following requirements:
A. Have at least 1 full year of specialized experience equivalent to the GS/GG-07 grade level in the Federal service which demonstrates practical knowledge of the subject area of the position and of the methods and techniques of instruction to successfully perform the duties of the position. Qualifying specialized experience must demonstrate the following:
· Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s);
· Developing or reviewing training/course materials, aids, devices, etc.; evaluating training results; or working in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
B. Have a master’s or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D. from an accredited college or university with a major field of study in education or a subject area related to the position to be filled. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled.
C. Have a combination of graduate level education with a major field of study in education or a subject area related to the position to be filled AND specialized experience described above in A, which when combined meets 100% of the qualification requirements for this position. Note: Only graduate education in excess of the first full year of graduate study may be used in this calculation.)
Applicants applying for the GG-11 grade level must meet one of the following requirements:
A. Have at least 1 full year of specialized experience equivalent to the GS/GG-09 grade level in the Federal service which demonstrates practical knowledge of the subject area of the position and of the methods and techniques of instruction to successfully perform the duties of the position. Qualifying specialized experience must demonstrate the following:
· Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s);
· Supervising or administering a training program;
· Developing or reviewing training/course materials, aids, devices, etc.; evaluating training results; or working in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
B. Have Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M from an accredited college or university with a major field of study in education or a subject area related to the position to be filled. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled.
C. Have a combination of graduate level education with a major field of study in education or a subject area related to the position to be filled AND specialized experience described above in A, which when combined meets 100% of the qualification requirements for this position. Note: Only graduate education in excess of the second year of graduate study may be used in this calculation.)
