2023 Project Global Officer Request for Proposals

Dear Colleagues,

The Institute of International Education (IIE) is pleased to provide you with application materials for the development of proposals for Project Global Officer (Project GO) scholarship programming. Through this full and open competition, IIE is accepting applications from U.S. institutions of higher education (IHEs) with at least one on-campus Reserve Officer Training Corps (ROTC) unit to provide instruction in at least one of the five specified critical languages for overseas programming: Arabic, Chinese, Korean, Russian, and Swahili. This competition will be for institutional grant awards up to a period of three years subject to performance and availability of funding.
Project GO is an initiative of the Defense Language and National Security Education Office (DLNSEO). Through a partnership between the Department of Defense and IHEs, Project GO has promoted critical language education, domestic and overseas language and cultural immersion, and intercultural exposure among ROTC students for the past fifteen years. IIE serves as the administrative agent for Project GO and considers it a distinct pleasure to take part in this important effort.

Please note that the deadline for the receipt of proposals is Monday, March 4 by 4:30 PM (ET).

Institutions interested in submitting a proposal are strongly encouraged to attend one of two technical assistance webinars scheduled in the new year. Registration links and information are available below.

The first technical assistance webinar will be offered on Thursday, January 11, 2024 from 3-4 p.m. (ET)


The second technical assistance webinar will be offered on Tuesday, February 20, 2024 from 3-4 p.m. (ET)


Final questions are due by February 20, 2024. Questions may be submitted to rotc@iie.org. Additional information about Project GO may be found by visiting the program website.
